Henderson Transportation and Mobility Plan
What is the Henderson Transportation and Mobility Plan?
The Henderson Transportation and Mobility Plan (The Plan) is a city-wide plan that seeks to improve mobility, connectivity, and access to jobs, homes, and services for Henderson residents. The Plan is scheduled to be developed over an 18-month period (December 2022 through April 2024).
Funded by the Regional Transportation Commission of Southern Nevada (RTC) through the Unified Planning Work Program (UPWP), the Plan will provide a policy foundation to achieve a truly multi-modal transportation system. The Plan will help balance the needs of all users, identify gaps and strategies for improvement, and propose key areas for enhancement. Additionally, the Plan will evaluate the City's existing Master Transportation Plan (MTP) to implement a network approach focused on the existing built environment.

Why is The Plan needed?
Currently, according to the U.S. Census, Henderson is one of the fastest growing cities in America. Henderson is the second largest city in Nevada with a population of 322,178. In fact, the City has grown by 79.7 percent, faster than 96 percent of similarly sized cities.
Beyond population, Henderson's future is undergoing big changes with businesses and residential growth in West Henderson, urban revitalization on downtown Water Street, redevelopment along Boulder Highway, and the expansion of parks, recreational facilities and sports, and entertainment opportunities throughout the city.
Responsible planning for the anticipated growth is critical for the continued quality of life, economic vitality, and mobility standards that Henderson residents and businesses have come to expect.
The Plan seeks to address current challenges for how we get around within city boundaries and how we connect to the rest of southern Nevada.
What will The Plan do?
Led by the City of Henderson and the RTC, this city-wide transportation-focused plan encourages a shift towards more sustainable modes of transportation.
The outcomes of The Plan are to:
- Develop a policy foundation for achieving a transportation system that balances the needs of streets, roads, trails, and highway users; and improves mobility, connectivity, and access to jobs, homes, and services.
- Examine current and future mobility needs by identifying barriers to retrofit roadways within the existing built environment and proposed possible solutions at key locations for short-, mid-, and long-term implementation strategies.
What mobility types will be explored in this Plan?
The Plan will explore all mobility types, including
- Walking
- Biking
- Freight
- Personal vehicle use
- Rideshare (i.e., Uber and Lyft)
- Emergency responder vehicles
- Shared micro-mobility (RTC Micro-Mobility Pilot Project)
- Paratransit
- Public transit
- Transportation services provided by non-profit and private providers
- Clark County School District (CCSD) bus transportation
What are the opportunities for public participation?
The Public Engagement Plan calls for multiple ways residents can participate and provide important feedback. These include:
