What is a Livable Center?

A Livable Center is a place where people can live, work, and play. Livable Centers are places with a mix of development types and a variety of housing options, which contribute to a community that is walkable, connected, and accessible by multiple types of transportation modes (such as walking and biking).

The Livable Centers program, established in 2018 by the Regional Transportation Commission of Southern Nevada (RTC), was adapted from other successful programs in Atlanta, GA and Houston, TX. 

The Livable Centers program invites agencies to apply through a competitive process to provide funding to study areas that prioritize a multimodal environment that offers more choices to (and within) an area. Learn more about other Livable Centers Studies in Southern Nevada.

Project Overview

The University Area Livable Centers Study covers the 1,400-acre area from the City of Henderson's 2004 College Area Plan, including the Nevada State University campus and future expansion area. Nevada State University plans to expand the campus and increase enrollment to approximately 20,000 students by the year 2047. The study area will focus on the north and east by Interstate 11 (I-11), the Mission Hills Neighborhood to the northwest, and Bureau of Land Management (BLM) property to the west and south.

Study Goals

The overall goal for the University Area Livable Centers Study is aimed at fostering the development for a complete community providing multimodal access and connectivity to address today's transportation challenges. Addressing these challenges will encourage active transportation and improve connectivity and the built environment by supporting a strong and diverse economy. The study will be developed focusing on the following topics:

  • Transportation
  • Economic Development, Housing, and the Built Environment
  • Community Health
  • Placemaking
  • Parks, Trails, and Open Space

Community and Stakeholder Engagement

The University Area Livable Centers Study will engage a diverse range of stakeholders early and often, creating continuous opportunities for the public to be involved. Community and Stakeholder Engagement consists of three phases as follows:
