Pretreatment
Authorized by the Clean Water Act (CWA) of 1972, the National Pollutant Discharge Elimination System (NPDES) identifies and regulates discharges from point sources such as publicly owned treatment works (POTWs), otherwise known as sewage treatment plants or water reclamation facilities, as well as non-point sources such as stormwater runoff from streets. The Nevada Division of Environmental Protection (NDEP) regulates discharges from the City’s two water reclamation facilities through a NPDES permit. The City of Henderson is mandated by the CWA and the NPDES permit to develop and implement a Pretreatment Program to regulate the discharge of industrial waste to its two POTWs, the Kurt R. Segler Water Reclamation Facility and the Southwest Water Reclamation Facility. The primary goals and objectives for the Pretreatment Program are to 1) prevent the introduction of pollutants to the POTW that will cause pass through or interference with the collection and/or treatment processes, 2) protect POTW personnel, the general public and the environment, and 3) improve opportunities to reuse and recycle treated wastewater and sludge. The regulatory requirements of a Pretreatment Program are identified in the Code of Federal Regulations (CFR) Title 40 Part 403 and the Henderson Municipal Code (HMC) 14.09.
