Nicole Rourke was named Director of Government and Public Affairs in October 2020. Nicole is responsible for overseeing and managing the operations of the Government and Public Affairs Department, including council support; citywide communication functions and intergovernmental relations. She facilitates and maintains ongoing interaction between the City of Henderson and elected local, state and federal officials and their staff members. Nicole assists in the identification and implementation of beneficial community partnerships, public policies and organizational efforts and lobbies for the City of Henderson at the Nevada State Legislature. She is also responsible for the City’s federal, state and local legislative activities.

Prior to joining the City of Henderson, Nicole served as the Associate Superintendent, Community and Government Relations for the Clark County School District (CCSD) where she oversaw the District’s Family and Community Engagement Services, School-Community Partnership, and Government Affairs departments. As the chief lobbyist, Nicole represented the nation’s fifth largest school district at the Nevada Legislature, in local municipalities, and on federal matters. In 20 years with CCSD, she worked to develop policy on numerous education issues including school finance, family engagement, career and technical education, school construction, curriculum, and special education among others. She also served as the Deputy Director of Administrative Services for the City of Las Vegas.

Nicole is a graduate of Leadership Las Vegas sponsored by the Las Vegas Metro Chamber of Commerce and the Public Education Foundation’s Executive Leadership Program. She has served as a member, co-chair or chair of several committees, task forces and panels including the Secretary of State’s Elections Task Force, BE (Business and Education) Engaged, and Leadership Las Vegas Education Day. Nicole has a Master of Public Administration degree from the University of Oklahoma and a Bachelor of Business Administration degree with a focus on international finance from the University of Miami.
